Promote the Quickstart to a top-level nav entry between Overview and Agents, and move "Install or Update rpk" into the Reference section since rpk is beta for this release and shouldn't be highlighted up top. Both shipped in the first iteration of ADP but have been dropped from the product. Delete the AI Hub partials and ifdef-gated mode-selection copy; remove CEL routing sections, the "MCP + LLM routing" topic, and inline CEL examples; rename and rework "LLM routing" sections in the gateway quickstart, setup guide, and integration partials to use the surviving primitives (rate limits, spend limits, provider pools with failover).
