Add option to duplicate the page navigation on Commit page on top

Description

I find it extremely tedious that the Commits page on GitHub only has the page navigation at the bottom. I think it makes sense to have it duplicated on top as well, because sometimes you just want to straight away jump somewhere, why should you be required to scroll down all the way first?

For that matter, it is downright insane that we only get prev-next here, instead of real pagination with page links... But I guess that's a separate issue altogether.

We have a similar feature elsewhere, so I understand the point. But I wonder if the place where you're going isn't more quickly accessible via the date dropdown for example. How do you know if the current page doesn't have what you're looking for if you don't look at it?

My only concern with adding the feature is that it might look a bit off to show the pagination there. Other places that have the pagination in the header have a design that allow for it.

I basically never really use the date dropdown, it's not how my brain works. I usually search for some keyword in commit titles.

(This goes to show it'd be really cool if we could have a search commit titles by text field here, but that's 1) a completely different issue and 2) sounds a lot more difficult to achieve in this extension, probably?)

It should also be tested on mobile, where most likely it should be hidden via d-none d-md-block classes.

I think this should be part of previous-next-commit-buttons. Even if there's little overlap in code, it basically does the same thing (commit page vs commitS page)
