Add regression test for testing the environment of the login nodes when accessed remotely over SSH

This has been a recurring problem with the new upgrade. The test should run on the login nodes and do the following:

```
ssh LOGIN echo '$SCRATCH'
```

The returned value must not be empty. Feel free to add other tests.

This test must be part of the maintenance suite.
