This commit explicitly set the `packaging` module as a dependency on `setup.py`

There was a problem hiding this comment.
I tested in the https://github.com/konflux-ci/release-service-utils/tree/main container
with pip install git+https://github.com/release-engineering/cloudpub@deps
and it fixed the issue.
Please create a new release (ideally ASAP :-)
