Add Github Templates to the repository

Github Issue Templates are quite useful for better communication of the users, developers and the community to report bugs, request features or share views to the community.

We can have 4 issue templates.

• Bug Report
• Feature Request
• Custom Issue
• Link to Discussion with community

Also, the current PR Template can be enhanced by adding more description in it.

I will link a PR for the same.
