Split updates into multiple PRs

Hey! I'd like to be able to configure Renovate to split an upgrade into different PRs instead of having the whole upgrade in one place.

Where this is coming up: we use Flux, which has this kind of layout:

• clusters
  • dev
  • staging
  • production

Renovate can find the versions of Flux used in each of those clusters and upgrade them. That's great! But what's less great is the fact that a single PR to upgrade everything means that I can't have a staged rollout from dev, to staging, to production in GitOps.

Basically: I want to be able to specify some way to split this, at least for the Flux provider. If I had one PR for each cluster, that'd make my life a whole lot easier.
