Support yarn catalog plugin

For large monorepos where multiple teams contribute often on a daily basis, using catalogs is a great help. I tested the yarn plugin for catalogs (yarn-plugin-catalogs) and it worked quite nicely. This plugin stores the catalog details inside the .yarnrc.yaml (similar to what pnpm is doing).

I also noticed that renovate already supports catalogs with pnpm since the PR #33376 was merged and would like to ask if we can enable that for yarn as well.
