branch for replacement PR not being pushed

Job c845f585-02cf-4b5a-9279-fc079f10a69c which is run for https://github.com/bettermarks/renovate-config-test-javascript after checking the box for "replace framer-motion with motion" in the "rate limited" section of the dependency dashboard, does not create a PR or even a branch.

The only thing that happens is that the item is move to a new section in the dependency dashboard:

I need help to understand why.
