support alternate config formats for maven 4

In maven 4 which is at rc5 at the time of this writing maven can be extended to support different config file formats. Currently this is the extension that can do that https://github.com/maveniverse/mason

Basically, this means doing what you do with pom today, just updating yaml, json, or toml instead. I wouldn't worry about hocon, tbh.
