Add support for Tangled

Tangled is a new Platform that we may want to support.

On Bluesky, I'm seeing some interest + positivity towards it, and I've seen some mentions of it being something folks would like to have dependency updates supporting.

(This isn't an intent to add this, this is to gauge interest - we'd welcome user-contributed support for this, it's not something that right now is on the roadmap for the Renovate maintainers or collaborators)

Popping in to express interest, this is one of the only blockers keeping me from migrating to Tangled, would love to see this!
