By default Make now executes lint instead of cs

By default Make now executes lint instead of cs.

cs target was corrupting files adding types ala PHP7 and then lint task was reporting errors.

Coverage remained the same at 73.711% when pulling cdd5b5a on feature/remove-cs into 0773259 on develop.
