Add slackernews 0.4.14 chart archive

• adds 0.4.1.4 tar.gz file of slackernews chart to https://docs.replicated.com/slackernews-0.4.14.tar.gz
• this version of the slackernews chart removes the preflights from the templates and also removes the SDK from dependencies. This allows the chart to be used for the quick start tutorial (which asks the user to add the sdk and add preflights)
