Handle same changes with different tree paths

Let's say change c appears at path locations p1 and p2. If the user applies p1, should p2 be disabled (current behavior)? Should the errors resolved by p2 remain enabled (current behavior)?

It's good to disable p2 because applying the same change twice would be undesirable. I think it makes sense to disable the errors that p2 fixes because p2 is effectively applied.

There are three challenges here:

1. If we disable the error e2 that p2 resolves, then we have to disable other changes that fix e2.
2. If we disable p2, should we disable the children of p2 or leave them as they are?
3. How do we tell if two changes are the same? Description comparison is not accurate. A better solution is to compare the fixer descriptors because they capture the AST path that the change affects.
