Support to run Desktop App offline for debugging in restricted network

A user requested support for Requestly to run offline, allowing him to debug HTTP/HTTPS requests within a local network without requiring an internet connection.

This is crucial for debugging requests on devices in restricted networks or local environments with no internet access.

@echo-sg I also consider this essential for this app. Currently, if you want to monitor network traffic you have to use the Requestly proxy server. A proxy server that can't be manually set to something else, unfortunately, something local to the network, for example.
I wouldn't even call Requestly Local-First because of that requirement.

I'm also curious why a tool called "Local-first Developer Tool" cannot be used in a local area network without internet access.
