chore: update workflow actions and node pin

Summary

• bump .node-version from 22.16.0 to 24.15.0
• update actions/github-script in the fork preview workflows from v7 to v9.0.0
• leave the other workflow action references unchanged where they were already on current recommended lines

Verification

• git diff --check
• yarn install --immutable

Notes

• yarn test was started locally but did not complete within the session window, so this PR does not claim a full local test pass
