[reanalyze] Allow setting up reanalyze config in packages' rescript.json in monorepo

Currently, in a monorepo you need to set suppressions or probably the full reanalyze config up in the root rescript.json. Would be cool if those can also be set up by package.

Actually, dead code is wrt the whole project. Per-package dead code is not really defined (as other packages use it).
Given that, it seems cleaner to have a single suppression point too.
