Move CI to Depot runners for faster and more consistent builds. All GitHub workflows now use
depot-ubuntu-24.04-8instead ofubuntu-latest.runs-onacross all workflows; steps and containers unchanged.Written for commit fc37542. Summary will update on new commits.
