Free for personal and commercial use. Binary distribution only — source code is not available.
Windows SmartScreen may flag the installer with a "Windows protected your PC" warning, because the executable isn't code-signed with a commercial certificate (those cost too much for a free hobby project). The installer is clean. You can verify it yourself: the SHA-256. To proceed past SmartScreen: click "More info" → "Run anyway". Or VirusTotal it first if you prefer — it's clean.
