docs: split prior art into prose + references; drop README Plans section#7

- Rename docs/prior_art.md -> docs/PriorArt.md (the prose survey), add a pointer to the companion reference list. - Add docs/PriorArtReferences.md: the annotated source list, merged from the two dropped reference files (prior_art_2.md + pnt-prior-art-references.md), deduplicated and organized by category. Drops the "Karpathy joining Anthropic" section (out of scope for PNT prior art). - README: repoint the blueprint link, replace the Plans section with a Prior Art section linking both docs. - SKILL.md: repoint the prior-art resource and name the references file.
