Require group to already exists in the database
 This new requirement is added to make the app fully safe.
 Previous versions could add a value to TagTable while its TagName
 was indexed with a non identical collation sequence.

Require SQL statement referencing RMNOCASE collated columns must now be
modified to use "COLLATE NOCASE".
