Netwatcher preferences not appearing in deluge 1.3.11

Hello,

I'm using deluge 1.3.11 and I built and installed the egg file using your instructions. I then activated the plugin but it does not appear in the deluge preferences menu. Is there a way of fixing this or does support need to be added for 1.3.11?
