PR: Setup Disaster Recovery Plan and Define RTO/RPO Metrics

Summary

This PR introduces a comprehensive Disaster Recovery (DR) framework for the TeachLink backend, including documented recovery procedures, backup policies, service-level recovery objectives, testing requirements, and incident response guidelines.
