PR Summary
This PR disables the hub build in Docker containers and refines the build script to only build hub assets when explicitly requested via RIVET_BUILD_HUB=1.
- In /docker/universal/Dockerfile, RIVET_BUILD_HUB is now set to 0 during the cargo build step.
- In /packages/common/hub-embed/build.rs, the hub build logic uses an explicit check for '1' to conditionally trigger the hub build.
- The changes ensure an empty dist directory when the hub build is disabled, avoiding unintended asset embedding.
