elinks looks so ugly by default can we make it look good and interesting ?

You just change the document.colors.* settings in elinks.conf. Mine is:

    set document.colors.text = "black"
    set document.colors.background = "lightgrey"
    set document.colors.link = "blue"
    set document.colors.vlink = "fuchsia"
    set document.colors.image = "#303030" # Grey19, unrecognized by elinks
    set document.colors.bookmark = "lightcyan"
    set document.colors.dirs = "aqua"
    set document.colors.ensure_contrast = 0
    set document.colors.use_document_colors = 0
