Adds Data-Classification Two-Dimensional variant (DC2D), a second 2D
projection of the governance model pairing Data Classification with HITL
Autonomy (no operations axis). Includes Appendix D, profile-dc2d schema,
example profile, and Python SDK 0.3.0 with full DC2D support.
