docs(persona-journey): walk Department Director canonical journey on current build

Phase 0.5 sub-issue — seventh persona walk under #515 epic.

Persona

department-director — senior government department leader (e.g., Director of Public Works, Deputy Director of Health Services, IT Director for a line agency). Not an architect; depends on EA outputs to make budget and technology decisions. Critical insight: "will only engage with GovEA if the outputs require no training to read and the content is visibly current."

Validation status: Assumed.

Canonical journey

This walk focuses on the power-reader dimensions the prior two viewer walks (#546, #552) didn't exercise: strategic alignment tracking, initiative status, capability-map visualisation, and presentation-readiness.

1. Sign in as a Viewer (victor@govea.dev).
2. Open Strategic Objectives (/objectives) — see the list with status / dates.
3. Open an Objective detail — see linked capabilities, initiatives, and their alignment.
4. Open Initiatives (/initiatives) — see what is underway, completed, on hold.
5. Open an Initiative detail — see what capabilities and applications it affects.
6. Open a Capability map view (/capabilities/[id]/map) — see relationship visualisation.
7. Try to filter content by department / domain — search for "show me only Finance department's portfolio."
8. Look for presentation / print export affordances on roadmap, executive summary, traceability views.
9. Use Guided Answers to ask department-shaped questions ("what supports permitting?").

Approach

Live browser walk as victor@govea.dev on the parallel preview at port 3001. Reference the Viewer Experience epic (#556) for gaps that already apply to this persona; only file new gaps for things the prior walks didn't surface.

Acceptance

• docs/persona-journeys/department-director.md exists with step-by-step outcomes.
• New gaps filed with reproducers; existing gaps in the Viewer Experience epic referenced rather than duplicated.
• Sub-issue closes when the report is written and gap issues filed.
