A record's state: the follow-ups

Split from #48, whose three phases shipped in 592bafd (GET /catalog/tracks/{id}, the DELETEs on audio, analysis and enrichment, retry and offer, and the TrackState filter).

Its own "What is left" list:

• a clear action on the filtered list, so a whole state can be cleared rather than one record at a time;
• a per-row clear for the art and segment stores (the Delete the media files nothing points at any more #221 orphan sweep is a different thing);
• a filter on analyzerPluginId, which is only displayed today (track.detail.page.tsx). This is also the selector a re-measure-many would want.

Retry unfetchable and undecodable on different clocks (from #5)

Built in PR #546. The analyzer sets the sidecar's code as PluginError.upstreamCode, AnalysisService stores it in track_analysis.failure_code (migration 0085), and the walk retries unfetchable and truncated after ANALYSIS_REFETCH_AFTER_MS (an hour, a first figure) while everything else keeps ANALYSIS_RETRY_AFTER_MS (a day). The record-state page does not show the code yet; that is the same filter work as analyzerPluginId above.

Status, 2026-10-23. Two of the three are built (#765), plus the failure code.

• Analyzer filter: the tracks list filters by Measured by, meaning every record one analysis plugin measured or tried to. The counts list each analyzer.
• Failure filter and code: failed measurements are counted and filterable by kind. A failure stored before 0086 reads as undecodable, the clock it is retried on. The record page shows the kind.
• Clearing from the filtered list: with a measurement filter chosen, Measure these again clears the measurement of every record on the page. It loops the per-record clear, as the bench and retry actions do, and never touches audio. A record's state, in one place, and a way to clear it #48's refusal of a whole-library clear stands, so it stays page-sized.

Still open: a per-row clear for the art and segment stores.
