Add Observer to Interfaces

Its strange that only today I recognized that they are missing. 
It will really be nice to add that. Having interface definition, interface end and interface method observed will be quiet nice.

If you don't have time to, you can help me understand the parts that need to change (Especially regarding with class which they should be quiet similar in many words).
