The 1s threshold was too tight for Windows runners where git operations and process overhead can push wall time past 1s even with a 50ms HTTP timeout. Raise to 3s — the test's purpose is to verify the timeout fires (not 5s stall), not sub-second latency. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
