Chrony guide

Researched and all solutions tested on Rocky Linux 8, 9, and 10. Sharing my experiences of chrony and in particular the issues that occur when not enough time servers are set up.

Many thanks for the review and please let me know if anything needs changing. I added a new category called time if that is appropriate to place the new guide into?
