Release notes issue

• Chinese translator pushed a .pages file that was merged by another
  editor, and shouldn't have been, which broke "Release Notes."
• The Chinese version of the file needed to be temporarily removed, as
  the resolution has not yet been found to fix this issue, and we needed
  Release Notes active again.
• In addition, changed the references to all of the index* files in the
  /docs directory to reference the new release notes version.
