Add section for meta content

• Suggestion was made that it was not clear how or when the meta in a
  document should be altered
• Added a section for the document meta and described each (current)
  meta we are using
• Added explanation regarding what those involved in localization should
  do with then meta and also how to make sure you are acknowledged for
  your work, through the all-contributors bot

• If applicable, steps and instructions have been tested to work on a real system
