WIP .pages file for 9.1 and 8.7 release

properly when 9.1 and 8.7 release.
* NOTE: If the two versions do not release at the same time, then the
version that does not release will need to be removed from the `.pages`
file prior to merging or it will **BREAK `mkdocs`**

The note below is no-longer a problem. This .pages file ONLY deals with 8.7, which should release first.
PLEASE READ Prior to merging: The changes to the .pages file for inclusion of the 9.1 and 8.7 releases require that BOTH versions are released simultaneously. If this file is merged and (for example) the 9.1 release notes are not merged, then this will cause mkdocs to crash. If the versions are not released simultaneously, then whichever version is not released, must be removed from this .pages file prior to merging.

Remove 9_1 from .pages file

* 9.1 will not drop until next week. 8.7 should be completed by then.
This removes the break of mkdocs that would have occurred by leaving 9.1
in the `.pages` file
