Adds the
diagnosticFiltersV0Compatibilityflag to BSConfigWhen that is true, the method
DiagnosticsFilterer.getDiagnosticFilterswill use the v0 format for thediagnosticFiltersoption.Also re-added all the
DiagnosticsFilterertests from v0, with that flag turned on.Addresses #1384
