1.1 release follow-up

• Rules authoring didn’t make it; should prioritize as a follow-up. Take a look at the db schema to make sure it makes sense given we’re planning to eventually manage rules completely in the UI (i.e. not just drafting)
• Add pluggable LLM API provider hook with tool calling #337: @haileyok might not have time to dig into this in the near-term; @julietshen was planning to take a look at it
• chore: remove unused webhook config #71 Data Abstraction Layer: something to dig into next?
