Framerate caps at 17

When I try to increase framerate it still always caps around 17 when I even try like 30. Is there a kinda limitation for x264?

Just tried on my computer with default max FPS that is 20 and it worked. When I change to a bigger what to share using my two displays 5360x1440 fps was around 15-18 and CPU was pretty high for both screen_share and Firefox.

Not really sure what the bottleneck is, can maybe be fixed somehow.
