non op player not able to use /kit and kit creator tabs get deleted when server restarts

idk if its a bug or idk what im doing but ive read over everything and the config is set to sqlite ive kept everything how it was, but for some reason the kit tabs like armory, axe and uhc, etc keep getting deleted when server restarts

I thinks it’s just they aren’t saving to any database so when it restarts there is nothing to put there

So this version saves the items, but it doesn't allow non-op players to use /kit or other commands
