Migration to Codeberg

In the next month or so, I will be taking steps to migrate this and other rouge projects to Codeberg. The new URL for the project will be:

https://codeberg.org/rouge-ruby/rouge

Phases

• Importing the main rouge project to Codeberg, and set up CI
• Importing the secondary projects (dingus, example plugin, etc) to Codeberg
• Put a warning on new issues / PRs on Github
• (after a grace period) Close down new issues / PRs on Github
• Public-archive the projects on Github

Feel free to comment or discuss here. If you have an open PR, feel free to find it on Codeberg and comment there.

Please be aware of Codeberg's LLM policy as well as this project's own LLM policies.

For some amount of time, we'll have to put in some effort to make sure that the two sides don't drift. So while I'd like to give everyone a lot of time to move over, I also am going to need to move fairly quickly.
