integrate geodjango and upgrade db accordingly

• convert database to handle geo related fields better ie Point, Region etc
• update calculations to take advantage of built-in geo operations such as "in-range" etc
• this relates to the "zones" idea discussed a while back and can add major flexibility to speakers (ie different shapes, polygons) as well as assets
