Media device MTP does not load driver in W7 when ADB debugging is enabled

Using Beta3 I noticed the media device MTP does not function when debugging is enabled, when debugging is enable a "notion" device is shown with the following hardware ID's

USB\VID_0955&PID_70A9&REV_9999&MI_01
USB\VID_0955&PID_70A9&MI_01

When debugging is disabled "Notion Ink ADAM" device loads and the MTP loads and functions normally with the following hardware ID's

USB\VID_0955&PID_70A8&REV_9999
USB\VID_0955&PID_70A8

In PTP mode debugging has no effect and SD cards can be accessed.
