Declarations section cleanup

The declarations section of a module can contain a number of things:

• Fields
• UDT's
• Enums
• Declare statements
• Events
• Implements statements
• Module options

Let's make a tool/functionality that will regroup and sort these things, so they always show up in the same order from one module to another.

I suggest a settings page similar to the one we'd need for #876 where you drag-and-drop the groups in the order you want them. Or perhaps this should be built as part of #876? It's really about sorting members, too.
