  1. Using correct MSYS compiler for Windows Ruby 2.3, previous CI used MSYS2. It worked, but it wasn't ideal. setup-ruby-pkgs actually installs the DevKit for Ruby 2.2 & 2.3.

  2. Ruby installation is done via a fork of setup-ruby.

Actions is relatively stable. Going forward, setup-ruby-pkgs will be the custom action I support.

It is a generic package installation action that works with apt-get & brew, but especially handles the Windows build tools mess...
