Summary
Adds Ruby 4.0 to the
run_testsmatrix in the shared CI workflow, so all repos usingrubyatscale/shared-config/.github/workflows/ci.ymlwill automatically test against Ruby 4.0.The
static_type_checkandrun_linterjobs use a hardcodedruby-version: 3.4and are unchanged.
