rorosyd topics

The organisers of rorosyd have implemented a github issues tag to allow Rubyists to propose talks or request talks on specific topics. This was done to help us manage the stream as it happens and future proof us for talk groupings and themes, as well as to provide a static review of what has been happening at rorosyd.
