CKEditor 4 is EOL. Need to upgrade to 5 or move to something else

Since CKEditor costs a minimum of $144 per month I highly suggest we migrate to the Trix Editor

@carlost should we consider using ActionText instead, since that's now part of rails?

as of yesterday actiontext supports lexxy. Lexxy is way more feature rich than the prior editor included by actiontext, trix.

I am not sure if gives us everything we need when compared to ckeditor and the million plugins they are using, but it gives us a fighting chance.

the other thing to consider, if we can get them to rethink the workflow they use for authoring curriculum, our range of options will likely increase.

This completely ignores any data conversion ... I have no idea if we can just open up ckeditor generated markup in another editor, like lexxy.

I suspect that this might be painful.

@patelkrunal31 hello there! do you plan to continue on this replacement work? i ask bc gh is now requiring we remove the ckeditor gem due to security concerns, so i'm putting up a PR to do a quick/light removal in order to keep moving forward with other work.
