Published story: hide 'Change photo' control (or restrict to admin) — creates white space

Problem

The "Change photo" control on the published story view creates a lot of white space at the top of the page. In practice, we always go into the edit view to change a photo anyway.

Proposal

• Either hide the "Change photo" control on the published story view entirely
• Or restrict it to admins only
