Resolves #2781
This address adding the emancipation checklist button to the casa_cases table for cases that has transition aged youth. The issues also requests this change for volunteer table but because of how crowded the table is and that most of it is volunteer based rather than case based the location for the button is less intuitive. Created this issue for volunteer table improvements
