Use the contents of the config column (added through #1592) on Partner to conditionally show or hide sections in the 'Edit My Organization' page (http://partner.test/partners/1/edit).

Criteria For Completion

• Able to show or hide sections of the 'Edit My Organization' page (http://partner.test/partners/1/edit) using the contents of the config column on Partner records.
• The 'Agency Information' section is always visible regardless of the config
• You are able to skill complete the form even when form sections are hidden.
