Splitting out CONTRIBUTING.md (for contributors) into two docs by adding DEVELOPING.md (for maintainers).
why
This change will make it more obvious where relevant documentation when differentiating between contributors and maintainers.

Tested that the Markdown renders correctly and links work in my local environment.
