Summary of the Proposal

Adds German (de) as a supported language. This includes a new Strings.de.resx resource file with all 35 strings translated to German, and the corresponding additions to SupportedLanguage.cs.

Reason for the new feature

German is one of the most widely spoken languages in the world and a common system language among Windows users in Europe. Adding German localization makes the app more accessible to a significant user base, and the maintenance cost is low since it mirrors the existing pattern for other Latin-script languages.
